Interdisciplinary examination of the pilot methadone substitution treatment program

After 2 years of implementation of the program of pilot methadone treatment for opium addiction (or The pilot methadone substitution treatment program, in short), The Health Ministry formed a interdisciplinary mission delegation to examine the implementation of the program in Hai Phong city and Ho Chi Minh city. The delegation consisted of leaders and specialists of the VAAC; leader of the ministerial inspection, representatives of the Aministration of testing and treatment, the Drug Administration – Ministry of Health; representative of some administrations of the Ministry of Public Security; representatives of doners and some specialists. Deputy administrator of the VAAC Chu Quoc An was seclected as the head of the delegation.

From 15 to 19 March 2110, the delegation worked with representatives of the steering board of the program and the election board at commune level and district level. They also met and exchanged opinions and conducted in-place monitoring activities with the leader and staff at 6 pilot methadone treatment sites in the above cities. In each city, the delegation:

- Examined and evaluated the process of selecting patients at district level and commune level;

- Examined the implementation of professional activities at treatment sites, such as the process of testing and treatment for patients, process of consulting, or methadone reservation storage, process of receiving and delivery of methadone as well as other regular activities of the sites.

- Learned about the management of the city-level steering Board for activities of districts and communies.

Fidings from the examination showed that locals had approved and made a lot of effort in the implementation of the program. The process of selecting patients and the mangament process of Methadone complied with the regulation. However, there were some problems that were reported to managers by the delagation’s members.

The specific results, as well as the recommendation of the local units would be analyzed and compared with the current regulations and latest research and monitoring results. Following this a proposal would be develop to suggest how the Ministry of Health widens the program to other provinces and cities, including any changes needed to related regulations and directions.
