What are the rights and responsibilities of people living with HIV?

The rights of PLHIV need to be recognized, respected and promoted. They need to be actively involved in the effort to prevent the further spread of HIV. All people living with HIV need to be able to realize and enjoy the rights to live with dignity and peace.

Sensitive and confidential care and treatment for these individuals should be fundamental, just as it is to those living with other life threatening diseases. Discrimination against people living with HIV is already prohibited in Viet Nam and those who discriminate should be punished. Vietnamese citizens have a responsibility to help others infected or affected by HIV to enjoy their rights. People living with HIV should be involved in decision-making process and play a meaningful role in the design, implementation, and evaluation of HIV prevention and care in Viet Nam. This requires that mechanisms be developed to allow the voices of people living with HIV, including children and youth, to be heard.
