ANNOUNCEMENT

Vietnam NGOs meeting results on HIV/AIDS prevention and control in 2009


I. PURPOSES

- To promote cooperation among Vietnam NGOs and The Administration of HIV/AIDS Control in preventing HIV/AIDS.

- To announce results of HIV/AIDS prevention and control activities in 2008 and scheme 2009.

II. TIME AND PLACE

1. Time: From 8:00 am to 11:30 am, on 12 May 2009

2. Place: Hall, 8th floor – The Administration of HIV/AIDS Control, The Ministry of Health.

III. PARTICIPANTS

1. The Administration of HIV/AIDS Control, The Ministry of Health (10 attendees)

Master Chu Quốc Ân and representatives from divisions and candres of Communication and community mobilization division.

2. Leaders of 22 HIV/AIDS prevention and control NGOs in Viet Nam.

3. UNAIDS representative.

IV. CONTENT

1. Openning

Master Chu Quốc Ân, Deputy Administrator of HIV/AIDS Control , Ministry of Health presented purposes and con tent of the meeting and highly appreciated the role and contribution of the NGOs in HIV/AIDS prevention and control activities in Viet Nam.

2. Reports

2.1 Report on the situation of the epidemic and HIV/AIDS prevention in 2008 and plan 2009 Delivered by Master Chu Quốc Ân, including:

- Assessing the situation of the epidemic and HIV/AIDS prevention in 2008, HIV/AIDS infected rate and epidemic’s trend.

- Assessing results of HIV/AIDS prevention and control activities in 2008 and scheme 2009.

2.2 Summary of HIV/AIDS prevention and control activities and achievement of Viet nam NGOs in 2008:

- HIV/AIDS prevention and control activities’ content of Viet Nam NGOs was more various, including activities of information-education-communication, policy mobilization, HIV/AIDS transmission prevention interference, consulting and caring and supporting HIV/AIDS infected people, science research, contributing ideas in the process of establishment of legal documents, programmes schemes of The Government on HIV/AIDS control and implementing international-sponsored projects.

- Many Viet Nam NGOs supported and consulted to establish self-help groups of People living with HIV in cities and provinces such as Thái Bình, Hải Phòng, Quảng Ninh, ect…

- Many Viet Nam NGOs were more attentive to children and elderly people infected by HIV/AIDS.

3. Suggestion of NGOs and and discussion among delegates.

3.1 Suggestion of NGOs

- Elder Care Center: Home and community care shoul be added to the reportBáo cáo nên có thêm hoạt động chăm sóc tại nhà, tại cộng đồng (Trung tâm Chăm sóc sức khoẻ người cao tuổi)

- Representative of Health investment consulting Company: the report should develop more about reserchs of NGOs.

- Representative of Institute of social development studies (ISDS):

+ In the operation of The Administration, some high risk groups should be more attentive, such as lovers of injecting drug users.

+ Civil society groups are HIV-infected people groups, religious groups, women groups enormously contributing to HIV/AIDS prevention and control. The Sate should focus on promoting them and fund for their operation.

- Representative of Institute of Productive Health and Family said that in HIV/AIDS prevention and control, the Administration should pay attention to healthy people, especially to young people to improve their knowledge of reproductive health and sexual health.

- UNAIDS representative said:

+ In 2008, issueing Joint Circular No. 1070/TTLT- BYT-UBTƯMTTQVN-BVHTTDL on launching a movement entitled “community participation in HIV/AIDS prevention” to 2012, thus HIV/AIDS prevention and control activities should be focused in communes and wards.

+ Outstanding activities should be conducted in 2009, including: Further strengthening relations between civil society and medical organizations in community to implement the joint plan of 3 ministries; Setting up technical supports to coordinate with NGOs and fulfill the memorandum on cooperation.

- Representative from Centre for Health and Environment expected the technical support from the Administration.

- Representative from “ for a brighter day” group said: many HIV-infected children hadn’t receive ARV treatment. They should be the special attention of the Administration of HIV / AIDS control as well as international and Vietnam NGOs.

3.2 The Administration exchanged information of implementing HIV/AIDS prevention and control activities.

- Representative from Division interference and prevention of HIV/AIDS transmission said that The Adminstration had a number of activities for men sex men (MSM) and an activity assessed to scheme 2009.

- Representative from Division of Science Reserch and International Cooperation said that The Administration would hold science meeting 2010 and report to NGOs to know the focus of research.

- Representative from Division of Treatmen and Care said: an official guiding document on the process of care and support in communities was being drafted. The documents of the Administration would be posted on the website to referendum before being issued.

4. Difficulties and suggestions of Vietnam NGOs in implementing activities HIV / AIDS.

§ Difficulties:

- Not fully updated information of HIV/AIDS prevention and control of the Administration and situation of HIV/AIDS epidemic.

- Not updated legal documents as well as direction in HIV/AIDS prevention and control, resulting in embarrassing in implementing activities.

- Many guiding documents in HIV/AIDS prevention and control were not issued.

- Finance was passive and highly dependent on foreign sources of aid.

§ Suggestions

- To promote support about information, trachers and representatives from The Administration to attend NGOs’ meeting and training.

- Researches of NGOs expected to be posted on the website of the Administration and NGOs’ website linked with the website of the Administration.

- The meeting should have presence of representatives from Vietnam HIV/AIDS control Association and Ha noi HIV/AIDS control Association.

5. Conclusion:

Deputy Administrator, Master Chu Quốc Ân on behalf of the leadership of the Administrasion of HIV/AIDS Control concluded that:

- The Administration of HIV/AIDS Control highly appreciated activities and contribution of Vietnam NGOs to the cause of HIV/AIDS prevention anf control in 2008 and implemented activities in 2009.

- The Administration of HIV/AIDS absorted the suggestions from Vietnam NGOs to study to take into its annual scheme and fulfill a memorandum of cooperation activities between the Administration and Vietnam NGOs.

- The administration is going to launch a preventive campaign of mother-to-child transmission with HIV affected to risk behaviour women to help children to be born uninfected with HIV.

- The Administration will suggest to organize 20 events in 2010 to to commemorate 20 years of HIV detection in Viet nam, NGOs’ contribution in HIV/AIDS prevention initiatives and activities is very necessary.

- NGOs have to send official information of HIV/AIDS prevention and control activities 2008 and scheme 2009 to The Division of Communication and Community mobilization to synthesize and The Administration reports to The ministry of Health and The national Commission.

- Research results related to HIV/AIDS prevention and control of Vietnam NGOs published should be specified the range, methods… to avoid being misunderstood as joint results of Vietnam.

- The Administration and Vietnam NGOs will held periodly meetings ( Six months a time), and extraordinary meeting in need to share information of their implementing activities, and to develop initiatives, suggestions and detection to have experience and more effectively cooperate in HIV/AIDS prevention and control activities.

- The division of Communication and community mobilization was appointed to be the joint to held the leaders of the Administration to advise, suggest, synthesize, follow and cooperate with Vietnam NGOs in the cause of HIV/AIDS prevention and control in 2009 and following years.

- Vietnam NGOs could update information and creat connection through the Administration’s website: http://www.vaac.gov.vn/ and exchange information through the Division of communication and community mobilization.
